Cocoa Barometer

The Cocoa Barometer is published every three years by a global consortium of civil society organisations associated with the VOICE network, which includes Public Eye. The Barometer provides a critical overview of current developments, gaps and necessary changes in the area of sustainability in the cocoa sector and is the result of consultations with civil society in cocoa-producing countries, discussions within the consortium and with individuals from the public and private sectors.

The 2025 report not only analyses the current situation but also looks back at the most important developments of the past decades and outlines future developments and risks. In particular, it highlights relevant issues that still do not receive enough attention: living income for cocoa-growing families who continue to live in poverty even after decades of sustainability programs; the destruction of smallholders' livelihoods through deforestation and the advancing climate crisis; and resistance to progressive regulation.
