Background-Study: private collections should facilitate access

This background study published by the Berne Declaration and the Development Fund tries to give some insight into private collections and makes specific recommendations on how the Treaty could improve access to these genetic resources.
According to the International FAO Plant Treaty's multilateral system, also access to collections from natural and legal persons (e.g. seed companies), should be facilitated. This request has not been implemented so far. One the one hand, most companies profit from facilitated access to genetic resources within the multilateral system; on the other hand, however, there is a distinct lack of reciprocity.
